Comprehensive Annual Financial Report
Dakota County produces a CAFR each year to show the public an accurate picture of the county’s financial condition. The report has 4 main reports – Statement of Activities, Statement of Net Assets, Balance Sheet, and the Statement of Revenues and Expenditures. The Office of the State Auditor audits the CAFR annually.

Experience: Sheriff Gudmundson

  • Don worked as a uniformed patrol officer in Detroit, Michigan.
  • As a homicide detective, investigated robbery, rape, and burglary murders in the City of Detroit.
  • Worked as a special agent in the Homicide Squad for the Illinois Bureau of Investigation in Chicago.
  • Assigned to Cook County Organized Crime Homicide Task Force, investigating Mafia assassinations.
  • Served as Sheriff of Fillmore County for ten years.
  • Chief of Police in Lakeville, Minnesota, for five years.
  • First elected Sheriff of Dakota County in 1994 and re-elected three times since then.
  • Taught Criminal Justice at Winona State University from 1981 to 1989.

  • Don is well-known in the professional speaking circuit, where he has instructed law enforcement management groups nation-wide, including the FBI, Office of the Inspector General, Sheriffs’ Associations, and Chiefs of Police Associations. He also has spoken to members of the public utility industry and other public service organizations. One of Don’s speeches titled, “Fall in a Mud Puddle, Get Up and Check Your Pockets for Fish,” is a fast-moving and humorous look at living and working in the 21st century.
